Utica in upstate New York was a decaying city that turned its fortunes around by welcoming refugees. If it hadn't embraced a liberal refugee policy, Utica could have ended up a failed city. Originally home to heavy industry, mass closures led to a population decline. The first refugees from overseas began arriving 30 years ago. Over the decades, they're brought the city back from the brink of destitution.
